Any of the other towers except the reef is likely to be louder and more chaotic due to the price and proximity to restraunts, entertainment, and casino.

IMO, do the legacy first...reason being, the three realms you go to in Fates are uniquely gorgeous with fun quest lines and bad guys. If you do Fate first and then legacy, I think you’ll have a rather anti-climatic overall finish. The right order would be legacy first.
